The appointment, which has remained secret for more than three months, has raised suspicions among the opposition and local residents. The mayor, Paloma Tejero, has not provided public explanations regarding the need for a football coach in a municipal trust position.
The link between the City Council and the RFFM
According to municipal sources, Maestre's role would be to coordinate grassroots sports in the municipality. However, Pozuelo has a solid sports structure, with clubs like CF Pozuelo managing their own technical teams. This has led to speculation that his true role is different.
The Sports Villa project, a large sports complex that the RFFM plans to build on ARPO land, is at the centre of the suspicions. The transfer of public land for this project has been controversial since its announcement, and Maestre could act as a bridge between the federation and the council.
“His experience in the offices of Madrid football makes him the perfect facilitator for an urban-sporting project,” sources close to the case say.
A decree hidden for months
The appointment decree was signed on March 31, but was not made public until July 10, and it did not even appear in the list of occasional personnel of the City Council. This opacity has been criticized by the opposition, which demands explanations.
The Sports Councillor, Luis Magide, and the first deputy mayor, Mónica Molares, have denied that the hiring is linked to the Sports Villa. However, the similarities with the case of the Ciudad del Fútbol de Las Rozas, which ended up in court, have fueled local distrust.
For the residents of Pozuelo, this hiring represents an additional expense at a time when the City Council is looking to cut budgets for basic services. The hiring of an occasional advisor without clear functions raises doubts about the management of public resources.

The Pozuelo City Council will have to justify the hiring of Jacobo Maestre before the municipal plenary. The opposition has already announced that it will request detailed explanations about his functions and his relationship with the Sports Villa.
