The Alcobendas Council unanimously approved a declarative act on Wednesday against the construction of a high-voltage tower next to the homes on Camino de los Jardines, in La Moraleja. The Council will explore relocating or burying the power line.
The Alcobendas Council has taken a firm step in its opposition to the installation of a high-voltage tower near the Camino de los Jardines urbanisation, in La Moraleja. The municipal plenary, meeting on Wednesday in an extraordinary and urgent session, unanimously approved a declarative act expressing the Council's rejection of the infrastructure, located within the municipal term of Madrid but in close proximity to homes in Alcobendas.
The tower, named T-25N, is part of the urbanisation works of La Solana de Valdebebas, a development promoted by the Compensation Board of the same name. Its construction, which began a few days ago, has generated a strong reaction from residents and politicians in Alcobendas, as they consider that its proximity to homes poses an aesthetic impact and a potential health risk.
The declarative act, presented by the Popular Group, establishes that the Council will allocate "the necessary material, technical, and economic resources" to explore all alternatives that allow the electrical line to be moved away from residential areas. Among the options being considered are relocating the T-25N and T-24 supports to further away locations, or even burying the line in the area adjacent to the homes on Camino de los Jardines, as long as it is technically and economically feasible.
The mayor of Alcobendas, Rocío García Alcántara, indicated before the debate that a reliable emissions report has already been requested from Red Eléctrica de España to certify compliance with regulations in the residential area. "If there were any doubts about the scientific evidence, the Council would urgently commission a study from an accredited and independent entity to confirm that there is no health risk," the mayor stated.
The plenary also advocated for dialogue with the involved operators —Red Eléctrica de España, the Compensation Board of La Solana de Valdebebas, and the City Council of Madrid— to achieve effective solutions that mitigate the aesthetic impact of the line. Additionally, there was a willingness to involve a resident representation in the meetings, negotiations, and agreements that take place, with the aim of reaching a shared solution.
In parallel, the Corporation positioned itself in favour of the Urban Planning department resuming the procedures to sectorise the urban area of Buenavista, which would allow for the burying of the entire electrical line in that sector, a long-standing demand from local residents.
The road connection with Madrid was also a point of focus during the session. The mayor recalled that, during her first 100 days in office, she negotiated with the City Council of Madrid and the promoters of La Solana de Valdebebas a differentiated urbanisation that would expedite the opening of a road to connect the La Carrascosa urban development with the capital through Valdebebas. According to the promoter and the concessionaire, the new avenue will be urbanised and paved before the end of 2026, and is expected to open to traffic during the first half of 2027.
This road infrastructure, along with resolving the conflict over the electrical line, are two of the main axes of municipal action in the area, where the coexistence between urban developments and established residential areas generates tensions. The residents of Camino de los Jardines, who have closely followed the plenary session, now hope that the efforts of the Alcobendas Council will bear fruit and that technical solutions will materialise within a reasonable timeframe.
The next step will be the preparation of an urgent project that considers the technical alternatives to move or bury the line, as well as the continuation of dialogue with the involved parties. The Council has committed to keeping the public informed about progress on this matter, which directly affects the quality of life of residents in La Moraleja and surrounding areas.
