Madrid City Council has approved a public job offer that will allow the incorporation of 974 personnel to security and emergency services during 2026. This is the second largest call, surpassed only by that of 2025.
The City Council's Governing Board gave the green light on Thursday, July 16, to a Public Employment Offer (OEP) that includes 974 new positions for Municipal Police, Firefighters and SAMUR-Civil Protection. Of these, 759 correspond to open recruitment and 215 to internal promotion.
This call is part of the so-called Plan 10,000, a municipal strategy aimed at reaching 10,000 personnel in these bodies before the end of 2027. The city surpassed 3.5 million inhabitants last year, which has increased operational needs.
Municipal Police: 448 new agents
The bulk of the positions is allocated to the Municipal Police, which will incorporate 448 new agents. Of these, 278 will cover vacancies due to retirements and absences, while the remaining 170 respond to the creation of new services such as the Heritage Protection Section (SEPROPUR), road safety units, and the Municipal Emergency Territorial Plan.
The City Council thus maintains the trend of recent years, with offers significantly higher than those of previous years. The Councillor for Security, Inmaculada Sanz, highlighted that this reinforcement will improve the response capacity in a constantly growing city.
Firefighters and SAMUR: 311 positions between both
The Fire Brigade will have 195 new incorporations: 185 specialist firefighters and 10 specialist firefighter drivers. Additionally, internal promotion concentrates 193 positions in this body, facilitating access to higher responsibility roles.
Meanwhile, SAMUR-Civil Protection will expand its staff with 116 professionals: 24 emergency doctors, 22 nurses, and 7 auxiliary transport technicians. The remaining internal promotion positions are distributed between the Municipal Police and SAMUR.
The increase has been made possible thanks to exceptions in state legislation for essential services, which allow the creation of new positions beyond the replacement of personnel. Of the 286 positions outside the general limits, 170 are for the Municipal Police and 116 for SAMUR.
Union support and next steps
The offer was approved in the General Employment Table with the support of UGT and CC.OO. The City Council argues that this measure will improve the response capacity in the face of increasing assistance and operational pressure.
The calls will be published in the coming months in the Official Bulletin of the Community of Madrid, and interested parties will be able to register through the municipal website. The selection tests will include theoretical exams, physical tests, and medical examinations.
For the residents of the capital, this offer represents an improvement in security and response times to emergencies, especially in districts with higher population density such as Usera, Carabanchel, or Puente de Vallecas.
With this call, Madrid City Council takes another step towards the goal of Plan 10,000, which aims to reach the figure of 10,000 personnel by 2027. The next offer, presumably in 2027, will complete the plan.
