The Ordinary Plenary of July at the Leganés City Council has unanimously approved the posthumous distinction of honorary councillor to the recently deceased PSOE spokesperson, Francisco Javier Márquez Ortiz.
The Leganés City Council paid tribute this Thursday to the former spokesperson of the Socialist Municipal Group, Francisco Javier Márquez Ortiz, who recently passed away. In the ordinary session of the July Plenary, all political groups unanimously supported his appointment as honorary councillor, a distinction awarded posthumously that recognises his career in service to the city.
Additionally, the municipal corporation has also unanimously agreed to name the heritage space located in the Central Library Gardens 'Recreación Arqueológica Francisco Javier Márquez Ortiz', a gesture aimed at perpetuating his memory in an emblematic place in the municipality.
The plenary session, which debated a total of 14 points, was marked by the memory of the socialist councillor and also by the figure of Gregorio Pintor Moreno, a former councillor of the City Council between 1987 and 1991 for the now-defunct Democratic and Social Centre (CDS), in whose honour a minute of silence was observed.
Swearing-in and new incorporations
The Plenary also served to formalise the swearing-in of Gregorio Ramírez Cano as the new councillor of the Socialist Municipal Group, replacing Márquez Ortiz himself. With his incorporation, the socialist group completes its representation in the City Council.
The session also approved the minutes of previous sessions held between June 17 and July 9, although with divided votes in some cases. While the minutes of the June 25 (ordinary session) were approved unanimously, those corresponding to the extraordinary sessions of June 17 and July 9 were approved with votes in favour from PP, ULEG and VOX, and against from PSOE, Más Madrid and Podemos-IU-AV.
In the economic section, the Plenary has given the green light to the General Account for the 2025 financial year, with votes in favour from PP and ULEG and abstentions from the rest of the groups. The omission of the intervention function (OFI) has also been validated, a file that was approved thanks to the casting vote of the president of the Plenary, as PSOE, Más Madrid and Podemos-IU-AV voted against and VOX abstained.
Investments and pedestrian mobility
One of the most controversial points has been the proposal for a budget modification to allocate an extraordinary credit for improving pedestrian mobility and enhancing road safety, financed with treasury surplus. This initiative, presented by the delegated councillor for Finance, was rejected with votes against from PSOE, Más Madrid, VOX and Podemos-IU-AV, while PP and ULEG voted in favour.
In contrast, the budget modification for the reform and adaptation of the Animal Protection Centre was also approved, again with the casting vote of the president, a project that received support from PP and ULEG, rejection from PSOE, Más Madrid and Podemos-IU-AV, and abstention from VOX.
The session concluded with the approval of the registration of new associations in the Municipal Register of Citizen Entities, a procedure that strengthens the associative fabric of Leganés.
With these agreements, the Leganés City Council takes another step in municipal management, although discrepancies between the governing team (PP and ULEG) and the opposition remain on economic and investment matters.
For residents, the appointment of Márquez Ortiz as honorary councillor represents recognition of a key figure in local politics, while the pedestrian mobility works remain pending further negotiation.
The next ordinary Plenary will be held in September, after the summer break, and is expected to resume the debate on municipal investments.
