The Fuenlabrada City Council awarded a street cleaning contract worth €8.5 million in December. Months earlier, the seized agenda of Leire Díez had already recorded the same type of file with notes about subrogation issues.
The Fuenlabrada City Council, governed by the PSOE, awarded a street cleaning and green area maintenance contract worth €8.5 million last December. The UTE formed by AUDECA, S.L.U. and LICUAS, S.A., under the name 'U.T.E. Loranca Verde', was selected to provide the service in the neighbourhoods of Loranca, Nuevo Versalles, and Parque Miraflores for the next three years, extendable for two more.
What has drawn attention to this file is a coincidence that, given the agenda seized by the UCO from Leire Díez, is striking. In those handwritten notes, dated January 2025, the word 'Fuenlabrada' appears alongside 'street cleaning parks and gardens' and a reference to 'Elena: verify accuracy of subrogation data'. This is precisely the same technical problem that had derailed the previous tender months earlier.
A first file that fell due to errors in subrogation
The procedure that was finally awarded in December was not the first one processed by the City Council. In November 2024, a similar tender was published that had to be withdrawn after the company then providing the service reported an error in the costs of personnel eligible for subrogation. The City Council abandoned that file and did not sign the new report until March 31, 2025, two months after the date appearing in Leire Díez's agenda.
According to municipal sources, Leire Díez's only public contact with Fuenlabrada was her attendance in February 2024 at an event by Correos dedicated to the comedian Gabriel Aragón 'Gaby'. Nothing related to street cleaning contracts. However, the precision of the notes —same municipality, same sector, and same technical problem— has not gone unnoticed by those following the case.
A controversial award and appeals
The competition was resolved with a wide margin between the three companies that participated. AUDECA-LICUAS obtained 169.41 points out of 180, compared to 113.58 for the UTE formed by ASCAN Servicios Urbanos and TBF Espacios Verdes, which appealed the award although their appeal was rejected as late. The third offer, from the UTE made up of OHL Servicios-Ingesán and Valoriza, scored 76.30 points. It was this last one that, in November 2024, informed the City Council of the error in the subrogation data that forced the abandonment of the first file.
The weight of price in the final score was minimal: only 13 of the 180 possible points corresponded to the economic offer, while 105 were distributed among automatic technical improvements. Furthermore, the contract was not divided into lots despite grouping two different services (cleaning and gardening), which limited participation to large UTEs. No SMEs submitted bids for the tender.
What does this mean for the residents of Fuenlabrada?
For the residents of Loranca, Nuevo Versalles, and Parque Miraflores, the change of street cleaning company translates into a service that, at least on paper, promises technical improvements. The contract includes the collection of furniture and belongings, as well as the maintenance of green areas, with an initial duration of three years that could extend to five if the extensions are executed. The City Council assures that the award has been made in accordance with the law, but the shadow of Leire Díez's agenda looms over the file.
Neither the Fuenlabrada City Council nor Leire Díez have been formally investigated regarding this contract. However, the coincidences between the notes and the technical problems of the first file have opened a line of inquiry that, according to legal sources, could require a more in-depth review if new elements emerge in the case. For now, the cleaning service continues as planned, with UTE Loranca Verde already working in the streets of the southern part of the city.
